Create CONTRIBUTING file

Create a new markdown file at the top-level of the repo,
CONTRIBUTING.md, that describes approaches external contributors should
take when contributing to Auspice.

The contents of this file are taken from
`docs-src/docs/contributing/overview.md`. Replace that file with a
symlink to the new CONTRIBUTING.md.
