Adding a GDPR cookie consent banner

To add a cookie banner to application we used the vue-cookieconsent-component : https://github.com/EvodiaAut/vue-cookieconsent-component.

We also added a package called VueIfBot which will hide your cookie consent for search engine crawlers.
